Congress

Congress, the voice of the people, drafts and passes the laws and has the power to change them. If there is a law regarding something they deem is unfair (ICE), then they should change the law instead of disobeying the law. This holds true for all laws. Since we are a nation of laws, when they are not obeyed chaos will occur.
